Chandigarh, April 19
Punjab State Schedule Castes Commission has ordered Deputy Commissioner and Senior Superintendent of Police of Bathinda to initiate disciplinary action on the complaint of Ram Singh S/o Lal Singh resident of village Virk Kalan. The Commission has also directed to set aside the directives passed against him (Ram Singh) by the Gram Panchayat and rehabilitation of Ram Singh should be ensured in his house.
Disclosing this Chairperson of the Commission Mrs. Tejinder Kaur said that Ram Singh had lodged complaint on affidavit that the Gram Panchayat had issued written notice on a burglary complaint and asked him to leave the village in seven days otherwise his belongings would be throw out from the village. He informed that this incident happened one year ago and he was forced to live in exile from the village. He said that education of his children had also been suffered due to this.
The complainant had lodged the complaint before Deputy Commissioner and enquiry was marked to Executive Officer of Zila Parishad Bathinda but the EO had termed the complaint is baseless and closed the complaint. Mrs. Tejinder Kaur added that the commission has constituted a two members team comprising Mr. Gyan Chand and Mr. Prabh Dayal. The committee visited the spot and found the facts of the complaint is true. “Sarpanch of the village has admitted before the Enquiry Panel that some of the villagers forced him to issue the orders,” she added.
The Chairperson termed that the matter falls in the ambit of section of 3(1) (Z) of Atrocities Prevention Act 1989 amended in 2018. She made it clear that the action should be initiated those who were involved in passing the resolution, Panchayat Secretary who wrote the resolution and the EO after taking the opinion of DA Legal. She also instructed the concerned Deputy Commissioner to make arrangement of rehabilitation of Ram Singh at his house situation Virk Kalan. She also ordered to Social Justice, Empowerment and Minorities Department to provide compensation to the victim under the the compensation policy.
The Chairperson has also sought action taken report on May 10, 2021 in this regard through Appellate Authority.
