Chandigarh, 16th November, 2020: Hon’ble Governor of Punjab and Administrator, UT Chandigarh, Sh. VP Singh Badnore today presided over War Room meeting.  The meeting was attended by Sh. Manoj Parida, Adviser to the Administrator & Sh. Sanjay Kumar Beniwal, Director General of Police at Punjab Raj Bhawan.   Sh. Arun Kumar Gupta, Principal Secretary Home, Sh. KK Yadav, Commissioner, Municipal Corporation, Sh. Mandip Singh Brar, Deputy Commissioner, UT & Deputy Commissioners of Mohali & Panchkula, Director-PGIMER, Director Health Services & Director Principal, GMCH attended through Video Conferencing.

WAR ROOM DIRECTIONS

1. Dr. Jagat Ram, Director, PGIMER stated that they have 107 covid patients, out of which 31 belong to Chandigarh, 37 to Punjab, 19 to Haryana, 14 to Himachal Pradesh and 06 others.  He also mentioned that during last week they have conducted 3,301 tests, out of which 374 were found positive.  The Director thanked the Chandigarh Administration for imposing ban on crackers, which has resulted in substantial reduction in number of serious medical cases, where the patients suffered from crackers related injuries.  He mentioned that this year only 14 cases  brought to PGIMER, out of which only 01 belong to Chandigarh.  Comparatively, last year 60 patients were affected in crackers related accidents.  The Director also mentioned that 2,500 persons were treated in PGIMER.  Dr. Jasbinder Kaur, Acting Director Principal, GMCH stated that they have tested 1,093 samples out of which 90 were found positive. She also mentioned that from Tuesday onwards, OPDs in Medicine, Dermatology, Ophthalmology and Physiotherapy will be started.  She mentioned that only 01 eye injury patient came from Punjab, which was related to crackers bursting during Diwali. Dr. Amandeep Kang, Director Health Services stated that they have tested 6,600 covid samples, out of which 670 were found positive.  Dr. Kang also mentioned that mobile testing facility will be introduced in ISBT-17, so that persons coming from Delhi could be checked for corona.  She also mentioned that 9,420 houses have been checked for Dengue and till date this year, 202 dengue cases have been detected and there has been no fatalities.

2. Deputy Commissioner, Mohali stated that they have 1,000 active corona cases, Deputy Commissioner, Panchkula stated that they have 455 active cases and Deputy Commissioner, Chandigarh stated that they have 1,088 active corona cases.

3. Sh. Mandip Brar, Deputy Commissioner, Chandigarh mentioned that 26,230 challans have been issued against people for violation of covid protocol.  The drive against violators will be intensified, keeping in view increasing number of corona cases.

4. Dr. Debendra Dalai, CCF mentioned that last year during Diwali the Air Quality Index was 341, whereas it was only 140 during this Diwali, which is a substantial improvement.  He also mentioned that due to ban on crackers, the normal Air Quality Index remained 127 on Diwali Day.  He also mentioned that for the first time, the Air Quality on post-diwali day was “good” instead of remaining “poor” or “moderate”, as has happened in Diwali time at other places.  Sh. Dalai mentioned that noise level during last Diwali day was 79.8 decibel; whereas this year it was 66.6 decibel only.  Higher noise pollution above 70 decibels adversely affects senior citizens, sick persons and even animals.

5. The Hon’ble Governor of Punjab and Administrator, UT, Chandigarh congratulated the Chandigarh residents for complying with the orders of the Administration on ban of crackers on Diwali.  

6. On a query from the Administrator, the Deputy Commissioner, Chandigarh informed that the process of digitization is on-going at Estate Office and will be completed in a few months and would result in much greater transparency, provide citizens quicker service and also allow them to track their applications online.

7. The Administrator directed Commissioner, Municipal Corporation to ensure that the dark spots in the city are taken care with proper street lighting.  A special drive be started to ensure that the same is completed in a time bound manner by the Municipal Corporation.

8. The Administrator decided to re-open the Rock Garden, State Museum, Tagore Theatre and other places of touristic importance, subject to observance of strict covid protocol.
